As part of North Carolina's commitment to support victims of crime, NC SAVAN (North Carolina Statewide Automated Victim Assistance and Notification) provides free, confidential notifications about an offender's custody status to victims, their families, and their circles of support. County jail inmates, state prisoners, probationers, parolees, and registered sex offenders are all included in this service.How to Register: Direct Crime Victims
As a direct victim of crime, we want ensure you have access to all available resources. If your offender is incarcerated in a county jail, incarcerated in a state prison, or has been placed on state parole or probation, we ask that you register by calling (877) NC-SAVAN. Please press 0 to speak to an operator and provide your name, address, phone number, and email address. The process is still confidential and the offender will not know that you have registered.How to Register: General Public
Registration is open to anyone. Simply search for the offender you'd like to receive notifications about and choose your desired delivery methods (phone, email, or text message). This process is confidential and the only information you must provide is the phone number or email address you'd like notifications delivered to.
The Home Leave Program allows offenders nearing release to make short visits outside the prison supervised by a an approved Home Leave sponsor.
The Department of Public Safety (DPS) is committed to keeping victims informed. DPS is currently developing automated messages to notify victims of scheduled Home Leave visits for offenders. Until that enhancement is complete, victims have access to the following:
- Registered victims will receive an automated message from NC SAVAN when an offender becomes eligible for the Home Leave Program.
- Once notified of the offender's eligibility for the program, victims can have prison staff contact them 5-10 days prior to scheduled Home Leave visits for that offender. (Instructions are provided in the Home Leave eligibility notification.)

Please visit the North Carolina Sex Offender Registry at ncdoj.gov for more detailed information about a Sex Offender's status. You can also sign up at ncdoj.gov to receive email alerts when a sex offender registers to an address in your community, to track a specific sex offender, or to map all sex offenders' addresses up to 5 miles away from any site you choose.
During this time, searching and registering against offenders located at the specific Agency is not possible.
2. Why is the Agency Off Line?
Data from the listed Agency is currently unavailable in the VINE system due to one or more of the following possibilities (not an all inclusive list):
- Agency System Upgrades (upgrades to agency network and infrastructure, etc.)
- General Maintenance (jail system changes, hardware upgrades, software upgrades, etc.)
- Loss of Connectivity between Systems (internet providers lines are down, network configuration, etc.)
3. When will they be back Online?
Unfortunately, due to the varying possibilities the Agency could be off line for, it is difficult to provide a specific time they will be back online. Please check back periodically for availability of Agency.
